SOE strategists shared best practices in strategic planning
The Governance Coordination Centre (GCC), together with the LTG Group, brought together specialists responsible for strategic planning in state-owned enterprises (SOEs) to discuss the most relevant issues in this field. This meeting, uniting strategists from all SOEs, fosters professional dialogue, encourages the sharing of best practices, and promotes the search for common solutions.
Strategic planning is a key tool for SOEs, enabling long-term operational sustainability, the fulfillment of public interests, and the efficient management of state assets. It is also a success factor that defines a clear direction and objectives for SOE activities.
During the event, Acting Head of GCC Jurgita Bagdonienė presented the ongoing evaluation of SOE strategic plans under the updated methodology, reviewed the summarized results for 2025, highlighted emerging trends, and identified areas for improvement. The strategy of the LTG Group was also presented as a practical example of how priorities can be clearly defined, objectives formulated, and consistent implementation ensured.
During the discussions, participants explored the principles of setting and prioritizing strategic objectives, discussed how to accurately and substantiate breakthrough goals, and analyzed how to ensure effective strategic planning based not only on theoretical models but also on best SOE practices.
“Continuous dialogue with SOEs is essential for strong and consistent governance. Meetings like this, where specialists responsible for strategic planning in SOEs can openly discuss complex issues and share experience, help build a broader cooperation network among SOEs. In the long term, we see the opportunity to involve other public sector participants in this dialogue, allowing them to learn from SOE experience,” says Acting Head of GCC J. Bagdonienė.
GCC provides consultations to SOEs on strategic planning matters and has prepared strategic planning guidelines. This year, SOE strategic activity plans and their drafts are being evaluated under the updated methodology.
