We prepare and publish on our website interim and annual reports summarizing the activities of state-owned enterprises, as well as annual reports summarizing the activities of municipally-owned enterprises;

We review drafts of operational strategies prepared by state-owned enterprises, provide recommendations to institutions representing the state, evaluate the results of the implementation of operational strategies and submit summarized reports on the implementation of operational strategies of state-owned enterprises to the Ministry of Economy and Innovation of the Republic of Lithuania;

We prepare recommendations, provide methodological assistance and advise institutions representing the state on setting state goals and expectations in state-owned enterprises.

We evaluate letters of expectations and provide the institutions representing the state with conclusions regarding the letters prepared for submission by the institutions representing the state;

We calculate and evaluate the results of the profitability of state-owned enterprises and provide this information to institutions representing the state, we prepare and submit proposals to the institutions representing the state regarding the profitability indicators set by the Government for state-owned enterprises;

We provide information to the Ministry of Finance about the planned dividends and profit contributions of state-owned companies, we advise the institutions representing the state on the calculation of dividends and profit contributions, we provide conclusions to the Government regarding the dividends or profit contributions proposed by the institution representing the state, which are lower than those stipulated in the legislation;

We publish on our website information about the selection of members of the collegial bodies of state-owned companies, delegate our representatives to participate in the work of the selection commissions specified in this point, advise the institutions representing the state on the special requirements to be set for candidates, collect and update data on potential candidates for members of the collegial bodies of state-owned companies;

We publish and constantly update the list of institutions representing the state and state-run companies on our website;

We constantly monitor and analyze how the state’s representative institutions implement the state’s property and non-property rights and obligations in state-owned enterprises, and on that basis we submit proposals to the Ministry of Economy of the Republic of Lithuania regarding the improvement of legal regulation;

We provide methodological assistance to institutions representing municipalities in setting goals and indicators of municipally managed companies, preparing strategies, evaluating the achievement of goals, selecting independent board members and other issues related to the management of municipally managed companies;

We advise the institutions representing the state and the municipality as well as state and municipality-managed companies on all issues related to the implementation of the management policy of state and municipality-managed companies, their effective management, implementation of strategies, long-term and short-term goals and the results of the implementation of specific indicators, and we provide recommendations on how to improve these indicators;

We approve the form of information published by municipalities about the activities and results of companies managed by municipalities;

We evaluate and make proposals to the institutions representing the state regarding the special obligations carried out by state-owned enterprises, their influence on the performance indicators of these enterprises, the extent of special obligations, financing, quality criteria and improvement of legal regulation;

We calculate and evaluate whether state-owned enterprises have achieved the indicators of average annual equity prices or average annual consolidated net profit set for them by the Government;

We carry out an individual assessment of state-owned enterprises. Individual evaluation of a company is understood as an increase or decrease of the profitability indicator calculated according to the procedure established by the Government and to be achieved by the state-owned company, taking into account the goals set for the state-owned company, the specifics of its activities, the market conditions under which the state-owned company operates, other relevant factors that may affect the state profitability of the managed company.
