While SOEs continue to maintain a high level of strategy implementation, achieving the Government\u2019s key financial targets remains the greatest challenge.<\/strong><\/p>\n<p style=\"text-align: justify;\">According to the VKC assessment, the financial dimension continues to be the weakest aspect of strategy implementation. The achievement rate of financial indicators declined from 75.0% in 2024 to 73.8% in 2025, while the implementation of non-financial indicators remained almost unchanged at 81.5%.<\/p>\n<p style=\"text-align: justify;\">The assessment also indicates that some SOEs continue to set overly cautious targets. In several cases, strategic indicators exceeded 150% of their target values. While some of these overachievements resulted from one-off or exceptional circumstances, others may indicate that the target values were not sufficiently ambitious.<\/p>\n<p style=\"text-align: justify;\">\u201cThe overall level of SOE strategy implementation remains high and stable. However, a high achievement rate alone is not a guarantee of success. Strategic objectives must not only be achievable but also sufficiently ambitious to drive greater operational efficiency and create more value for the State. Significantly exceeding targets does not always reflect outstanding performance\u2014it may also indicate that the targets themselves did not present a meaningful challenge for the organisation,\u201d says Acting Head of the Governance Coordination Centre, Jurgita Bagdonien\u0117.<\/p>\n<p style=\"text-align: justify;\">She notes that weaker performance against financial targets was primarily driven by rising operating costs, lower-than-planned profitability, and uneven capital management. Some SOEs need to strengthen their financial sustainability, while others should make more effective use of accumulated financial resources.<\/p>\n<p style=\"text-align: justify;\">J. Bagdonien\u0117 also highlights a positive trend: the number of strategic performance indicators set by SOEs continued to decline last year. According to VKC, the ongoing optimisation of performance indicator frameworks contributes to clearer strategic priorities, greater transparency, and stronger accountability.<\/p>\n<p style=\"text-align: justify;\">The overall average score for SOE strategy implementation increased from 8.72 to 9.01 out of 10.<\/p>\n<p style=\"text-align: justify;\">The best strategy implementation results in 2025 were achieved by Ignalina Nuclear Power Plant, the Lithuanian Radio and Television Centre, the EPSO-G Group, Lithuanian Airports, Regitra, and Ignitis Group. Meanwhile, the greatest challenges in implementing strategic objectives were faced by Lietuvos veislininkyst\u0117, Lietuvos \u017eirgynas, the Agricultural Data Centre, and the Inland Waterways Authority.<\/p>\n<p style=\"text-align: justify;\">In the near future, VKC plans to update its methodology for assessing SOE strategy implementation.<\/p>\n<p style=\"text-align: justify;\">\u201cIn the future, greater emphasis will be placed on the implementation of each SOE\u2019s priority strategic directions, as well as on the quality and ambition of strategic performance indicators, while maintaining a clear focus on achieving the Government\u2019s key financial targets,\u201d J.
