State-owned enterprises (SOEs) earned twice as much net profit last year – 234.7 million. euros. Also, the value of assets managed by SOEs increased by almost one tenth. Furthermore, turnover and return on capital raised. Meanwhile, the contribution of SOEs to the state budget decreased by 10.2% this year. This was partly due to the government’s exemptions in response to the COVID-19 pandemic crisis to reduce the share of profits allocated to dividends by SOEs.<\/strong><\/p>\n

Results are evidenced by the latest annual report on the performance of state-owned enterprises in 2019 prepared by the Governance Coordination Center. The results of Lithuanian municipality-owned enterprises (MOEs) were also presented today.<\/p>\n

\u201cLooking back to the past, we can boldly talk about a solidly created framework that helps Lithuania to withstand the challenges of COVID19. It is extremely important that Lithuanian citizens, whose interests we represent, are ensured for transparency in the management and activities of SOEs and MOEs. Therefore, all current and future initiatives must be focused on such processes that inspire confidence in the state as a responsible manager of their assets,\u201d noted the Minister of Economy and Innovation Rimantas Sinkevi\u010dius.<\/p>\n

The profitability of the SOE portfolio was boosted by the energy sector<\/strong><\/p>\n

According to Vidas Danielius, the director of the Governance Coordination Center, SOEs had a breakthrough year. \u201cI can speak positively while presenting the results of SOEs achieved in 2019 – turnover, assets, profit and return to the state grew. Despite the fact that in 2019 the portfolio of companies and state institutions decreased compared to the previous period it did not have a negative impact on the results. This trend shows that centralization is the right choice, which we are consistently moving towards,\u201d announced Vidas Danielius.<\/p>\n

The portfolio turnover of SOEs last year amounted to more than 2.5 billion EUR, which is 1.4% more than in 2018.<\/p>\n

The return on equity (ROE) of SOEs increased by 2.2 percentage points to 4.2% last year. The transport sector achieved the highest return on equity of 5.7% and exceeded the ROE of the total SOE portfolio.<\/p>\n

SOEs earned 234.7 million EUR net profit during 2019, which is 118.9% or 127.5 million EUR more than in 2018. The increase in the net profit of the SOE portfolio was mainly led due to the improved results of companies in the energy sector, especially Ignitis grup\u0117 and EPSO-G group of companies. Lietuvos Gele\u017einkeliai had the greatest impact on the increased profit of companies in the transport sector. The net profit of the forestry sector, represented by the Valstybini\u0173 mi\u0161k\u0173 ur\u0117dija, decreased by 45.6%. Mainly due to the fallen timber prices Valstybini\u0173 mi\u0161k\u0173 ur\u0117dija earned much less income and profit. This had an effect on the total contribution of the entire SOE portfolio to the state budget.<\/p>\n

SOEs has allocated 122.4 million EUR of dividends and profit contributions to the state budget this year, which is 10.2% less than a year ago when 136.2 million EUR was allocated. This was also affected by the government’s exemptions due to COVID-19 crisis, which allowed some SOEs to reduce their dividends and profit contributions.<\/p>\n

The largest amount of dividends to the state budget was allocated by Lietuvos Gele\u017einkeliai, where the total amount of dividends allocated added up to 38 million EUR for the results of 2019. Ignitis grup\u0117 doubled dividends and gave 28 million EUR to the state budget. Millions of dividends were also allocated by Klaip\u0117dos Nafta and Problematika, specifically their contribution in the form of dividends to the state budget was 5.7 million EUR and 1.1 million EUR respectively for the period of 2019.<\/p>\n

The largest share of profit contributions to the state budget was allocated by the Klaip\u0117dos valstybinio j\u016br\u0173 uosto direkcija seaport authority. The company’s profit contribution amounted to 28 million EUR. A significant profit contribution was also granted by Regitra, contribution of which amounted to 7.2 million EUR and was 2.3 times higher than in 2018. The profit contribution granted by Valstybini\u0173 mi\u0161k\u0173 ur\u0117dija state forest enterprise was 4 times lower than last year, but still remained one of the largest. It amounted to 5.5 million EUR for the period of 2019. A positive change in the allocated profit contributions is also recorded by Registr\u0173 centras center of registry compared to the period of 2018. The contribution of this company to the state budget for the results of 2019 almost doubled and amounted to 2.7 million EUR.<\/p>\n

The value of SOE assets was 10.5 billion EUR at the end of 2019, which is 9.3% more than in 2018.<\/p>\n

The contribution of companies to municipal budgets is 2.8 times lower<\/strong><\/p>\n

The Governance Coordination Center is also preparing annual report on the performance of municipality owned enterprises (MOEs) for the second year in a row.<\/p>\n

The contributions of MOEs to municipal budgets has decreased almost three times. Dividends and profit contributions were paid by only 34 companies out of 244. The total return of MOEs to municipalities decreased by 64% compared to the previous year and amounted to 5.4 million EUR.<\/p>\n

More than half of the MOEs that paid dividends or profit contributions were managed by 5 municipalities of major Lithuanian cities. Municipal budgets were supplemented by 6 out of 11 Kaunas city MOEs, 6 out of 10 Panev\u0117\u017eys city MOEs, 4 out of 9 Klaip\u0117da city MOEs, 2 out of 11 Vilnius city MOEs and 6 \u0160iauliai city MOEs.<\/p>\n

Last year the sales revenue of MOEs, although slightly, decreased by 2% and amounted to 938.4 million EUR after three years of stable growth in the turnover of MOEs. The negative change in the turnover of the MOE portfolio was mainly due to the decrease in revenues in the heating sector.<\/p>\n

Profits of the heating sector fell by half last year compared to the previous year and amounted to 8.9 million EUR. The net profit generated by companies in the water management sector was half that of heating sector and amounted to 4.5 million EUR, which is 59.3% less than in 2018. The least significant decline in net profit, which was observed in all MOEs sectors in 2019, was in the portfolio of regional waste management centers, where net profit fell 7.8% and amounted to 4.1 million EUR.<\/p>\n
